Assistant Manager AFS Operations

Location: Bangalore, India (Remote)
Shift: IST 5:00 PM 2:00 AM


We are seeking a highly driven and operationally strong Assistant Manager to lead our Bids Review and Final Preservation QC function within AFS Operations. This role is responsible for ensuring accurate, investor-compliant, cost-effective, and timely bid approvals and final work validation to drive faster client approvals, reduce denials, accelerate billing cycles, and maximize revenue realization.

The Assistant Manager will oversee in-house bid creation, vendor bid review, client submission processes, delegated authority approvals, negotiation management, final documentation QC, and billing readiness while minimizing back-and-forth dependencies and improving turnaround time (TAT).

This role requires deep knowledge of investor guidelines (HUD, FHA, FNMA, FHLMC, VA, USDA), strong commercial judgment, vendor negotiation skills, documentation rigor, and a continuous improvement mindset.


Key Responsibilities

1. Bids Review & Cost Governance Leadership

  • Lead end-to-end review of preservation, repair, and high-value bids submitted by field vendors.
    Create in-house bids where required using internal cost benchmarks, historical data, and investor guidelines.
    Edit, restructure, and enhance vendor bids to make them client/investor appropriate and approval-ready.
    Approve bids within delegated authority limits with strong commercial judgment.
    Ensure bids are:
  • Scope-aligned
  • Photo-supported
  • Cost-justified
  • Investor-compliant
  • Properly documented to minimize client denials
  • Minimize unnecessary vendor dependencies by making intelligent in-house scope corrections.
    Avoid excessive back-and-forth with vendors by proactively identifying missing components.
    Drive effective negotiations with vendors to control costs without compromising quality.
    Where applicable, negotiate scope/cost clarifications with clients to expedite approvals.
    Ensure fastest possible bid submission to meet or exceed SLA targets.

2. Final Preservation QC & Billing Readiness Governance

  • Lead the Final QC review of completed preservation work prior to invoicing.
    Ensure vendor-submitted documentation includes:
  • Before, during, and after photos
  • Date/time stamps
  • Proper labeling
  • Scope alignment with approved bid
  • Required forms and compliance documentation
  • Validate that completed work matches the approved scope and investor/client guidelines.
    Retrieve missing documentation from historical orders when permissible to avoid delays.
    Reduce invoice rejections through strong pre-billing QC controls.
    Ensure invoices are processed and submitted in the fastest possible timeframe to accelerate revenue realization.
    Identify and flag billing leakage or missed recoverable line items.

3. Denial Management, RCA & Process Strengthening

  • Track all client bid denials and invoice rejections.
    Conduct structured Root Cause Analysis (RCA) on:
  • Cost denials
  • Documentation rejections
  • Scope misalignment
  • SLA misses
  • Identify systemic trends and implement preventive controls.
    Update SOPs and training material based on denial learnings.
    Maintain denial dashboards and present trends during internal and client reviews.
    Work cross-functionally to eliminate recurring rejections.

4. Operational Management & SLA Governance

  • Manage daily bid queues and final QC pipelines.
    Monitor TAT, productivity, quality, and approval ratios.
    Drive SLA adherence and improve first-time approval rate.
    Forecast volumes and ensure staffing alignment for peak cycles (storms, seasonal increases, portfolio spikes).
    Optimize workflow distribution to eliminate bottlenecks.
    Maintain strong documentation and audit trails across all activities.

5. Revenue & Margin Optimization

  • Protect bottom line through cost containment and negotiation.
    Improve top line by:
  • Reducing invoice cycle time
  • Increasing approval rates
  • Minimizing write-offs
  • Ensuring complete scope capture
  • Identify margin leakage trends and recommend corrective actions.
    Analyze vendor cost variance trends and recommend rate adjustments where required.

6. Leadership & Team Development

  • Lead Associates, SMEs, and Floor Leads within Bids & Final QC functions.
    Conduct regular quality calibrations and scope interpretation workshops.
    Drive coaching, mentoring, and performance management.
    Ensure knowledge of multi-investor guidelines across team members.
    Build bench strength and succession planning.

7. Client & Stakeholder Management

  • Act as escalation point for complex bid disputes or high-value repair items.
    Participate in client calls to explain scope, cost justification, or invoice documentation.
    Support client audits and compliance reviews.
    Collaborate with upstream (Order Intake, Vendor Management) and downstream (Billing, Client Reporting) teams to streamline workflows.
    Support new client onboarding and guideline implementation.

8. Automation & AI-Driven Process Enhancement

  • Identify automation opportunities across:
  • Bid standardization
  • Documentation validation
  • Photo compliance checks
  • Denial trend analytics
    Partner with Technology teams to implement AI-driven workflows.
    Drive digitization of QC checklists and approval matrices.
    Reduce manual intervention through rule-based and AI-enabled systems.

9. Continuous Improvement & Strategic Initiatives

  • Lead process improvement projects to:
  • Reduce error rates
  • Improve first-time approval %
  • Reduce cycle time
  • Enhance client satisfaction
  • Improve EBITDA
  • Simplify cross-team handoffs.
    Establish control frameworks to ensure audit readiness.
    Drive innovation initiatives that improve scalability and operational resilience.

Required Qualifications

  • 7+ years of hands-on experience in Property Preservation / REO / Mortgage Field Services
    Strong knowledge of HUD, FHA, FNMA, FHLMC, VA, USDA guidelines
    Experience handling high-value repair bids
    Proven track record managing multi-layered teams
    Strong analytical and commercial decision-making skills
    Excellent vendor negotiation capability
    Strong documentation and compliance mindset
    Experience working in SLA-driven environments
    Exposure to automation / workflow tools preferred
