Job Description

Department: Projects / Cost Control / Billing

Experience: 5 to 8 years in real estate/construction billing

Qualification: B.E./B.Tech (Civil) with strong billing & quantity survey background


Key Responsibilities:


Prepare, review and certify RA bills, interim invoices, milestone bills, and final bills for contractors/sub-contractors as per contract terms, drawings, BOQ, and actual site execution.

Perform measurement take-offs from GFC drawings, as-built conditions, and site reports; verify quantities executed on site.


Prepare and maintain Bill of Quantities (BOQ), rate analysis, abstract sheets, and variation order analyses for additional works.

Reconcile materials issued vs. consumed, track usage, highlight any over-consumption or wastage, and initiate recoveries/adjustments.


Liaise with site engineering, contracts, procurement, and accounts teams to ensure timely billing and certifications.

Monitor and follow up on pending bills, certifications, and payment approvals; maintain billing registers and MIS reports.


Ensure compliance with contractual terms, statutory requirements, internal audits, and regulatory guidelines.

Support cost control by providing billing data, progress vs. planned comparisons, and cost-to-complete data.


Coordinate with procurement for change orders, variation orders, and vendor claims, ensuring proper documentation.


Mentor junior billing engineers and standardize billing templates, processes, and best practices.


Key Competencies & Skills

  • Strong technical background in civil engineering/construction and ability to interpret drawings.
  • Proficiency in quantity surveying, rate analysis, BOQ preparation, and billing procedures.
  • Proficiency with MS Excel, ERP/billing software (SAP desirable), and familiarity with AutoCAD.
  • Analytical mindset with attention to detail and accuracy.
  • Strong coordination and communication skills with various departments.
  • Ability to manage multiple projects and work under deadlines.
  • Understanding of real estate project dynamics and regulatory environment.

Qualifications & Experience

  • Bachelors degree in Civil Engineering or equivalent
  • 5 to 8 years of experience in billing, quantity surveying in real estate or construction projects.
  • Experience in RA bills, final bills, BOQ preparation, and material reconciliation.
  • Exposure to high-rise residential or mixed-use projects preferred.
  • Knowledge of statutory aspects such as TDS, labour cess, and contract taxation.
